Our 12 week old puppy is peeing/popping inside despite just being outside. We give him a good 15 minutes of time outside. We've taken him out every hour. Sometimes he will even go outside, only to pee inside a few minutes later. It's never a large quantity and it's not always in the same location. From your description there are two steps you need to take. First he does not come back in until after he pees and poops. Second you need to increase the impact of your reprimand and corrective steps.
