Picking the long term goal and working toward that is the simplest plan for your puppy to understand. You can use the palace as a temporary solution until your puppy has gained control over elimination (usually around 16 weeks of age) but you should still focus on outdoor training. If you truly want to use both you should follow the steps for indoor pad training but also take your puppy outside when you can. Let me know of other questions you have.
