Is 2cc the first 2 lines of 1 ml?

Answer:

0.2 ml (cc) would be the first two short lines of 1.0ml (cc0 on a 3ml (cc) syringe.  On a 1.0ml (cc) or tuberculin syringe each 0.1ml (cc) is labeled on the syringe.
