I am not aware of a travel harness designed to fit a puppy that small. Until he reaches a size (if he does) that a travel harness will fit it woul not be a bad idea for him to be becoming accustomed to traveling in a carrier. Maybe even a soft sided collapsible would make the most sense, and then keep it on the floor or even consider anchoring the carrier with straps including a seat belt.
