What you describe is not normal although there could be many possible causes including, but not limited to infection, environmental irritation, abnormal or excessive lashes or hair. You can start by cleaning her eye area with ophthalmic saline (at your pharmacy) 3 times a day. Let your vet know even if the cleaning improves the situation.
